initdesktoputils error in matlab

OLC has gotten two different reports recently regarding the
"initdesktoputils" error described in
/mit/matlab/Athena/messages/ver701def

The suggested fix there is to run "rehash toolboxcache", but in both
recent instances, this has not fixed the problem.  The error that the
users are seeing is:

After the error occurs, many commands like "edit" and "path" do not work.
The most recent user with this problem reported seeing it occur on both
Sun and Linux cluster machines, after running the "rehash toolboxcache"
fix.  Also, the previous version (7.0) no longer seems to exist, so
running that is not an option.

I am unable to reproduce the "initdesktoputils" problem on any of the OLC
machines - any assistance you could offer would be much appreciated.
