We've stopped including Provides declarations because they're not really
honest (athena-tetex provides tex functionality, but not in precisely
the same way that Red Hat's package does) and they cause some problems
(in s-r [10425] I referred to obscure rpmlib bugs, and we've seen one of
those as well in s-r [12162]).
So you'll need to install the native tetex package in order to install
elinks. In the long run, we're planning to eliminate the athena-tetex
package in favor of the native one, but for RHEL3 that would have
involved a major-version downgrade.
