I suspect your guess is correct, but I've also confirmed that doubling
the user resource limits on the dialups doesn't alleviate the problem,
and I don't think we're willing to take them any higher than that, so I
think a warning is the best thing to put into place.
Alex, can you take care of that? I think you want to have one of the
wrappers test for the presence of /etc/athena/dialuptype and present a
warning to the user if it exists.
