I solved this problem by restarting the mathematica license server on
license-3. It was running, but didn't seem to be working.
As was noted over zephyr (though I'm not sure all of the relevant
people were reading it at the time), this was an operational problem,
and should have been reported via the reporting path indicated in
/mit/info/who_fixes_what
