The sound dialog should look like this:

  [ ] Play sound effects for window events
  Event | Audio file
  ...
  [ ] _________ (Browse) The program used to play audio...

Make sure that the lower left checkbox is unchecked.

If you double click on one of the sound entries, you can enter a
different sound file, but the browsing interface here is broken (it lets
you browse for arbitrary files, starting with your homedir, rather than
browsing within configured sound files).  But I can dispel the mystery:
the only shipped sound files are activate.wav, clicked.wav,
gameover.wav, slide.wav, and toggled.wav, all of which are used in the
default soudn set.

I will, assuming nothing goes wrong, add gnome-audio to the next 9.3
patch release.  The sounds will show up in /usr/athena/share/sounds at
that time; you should be able to configure either Sawfish or GNOME to
use them (configure GNOME using the audio preferences panel you found
earlier).
