A couple of clarifications, and a new piece of info:
The mail that is stuck in the queue is properly delivered (via direct
delivery) when the hourly queue runner runs.
We were able to reporduce the problem on hotel-california in the
"hotel" area, and a quick glance at the logs on hodge and l-slide (two
private multi-partition machines I happen to have access to) shows
that they have the problem too.
A slightly longer glance at their logs shows:
