I think this got adequately hashed out over zephyr, but for the record:

/var/local (and /usr/local) are both created by the vanilla Redhat
filesystem package, and make bad choices of mountpoints for weird
filesystems.  RPM doesn't "know" that the permissions on /var/local
aren't important; if it was the permissions on /usr/bin that failed to
be set, it could be a significant problem.

Greg recommended you pick a different mountpoint that isn't owned by any
Redhat packages.
