linux 9.2.10: update of "filesystem" package unpacks in /var/local

The filesystem rpm package unpacks itself in /var/local
and then does some sort of manipulation (chown and perhaps other
things).  If /var/local is not a normal (ext2/ext3) rw filesystem this
package update will fail causing the entire athena update to
fail.

My workaround is to unmount the filesystem before performing
an update, but it seems like there should be a better way.
