"from" has a very long timeout

In and of itself, this is not a bug, but it can have undesireable
effects on users.

Many people run "from" in their dotfiles by default.  However, when a po
server is down (po11, for example), it takes a long time to timeout.
This can result in users contacting OLC and thinking that Athena itself
is broken, or their workstation is broken, or their fileserver is down,
or something.  Reports from the field reveal that the timeout is
something like 3-4 minutes.

Is it possible this could be reduced to something like 30 seconds or 1
minute?  Granted, this symptom only occurs when there's a widespread
outage, but it seems like 3 minutes is a liberal timeout value.
