Why is update_ws in /etc/athena?

Users can never find it there. Why not /bin/athena?
I realize /etc/athena is in root's dotfiles, but I don't
think that happens to get used when users su to root,
as is the normal case.
I suppose adding /etc/athena to the default dotfiles for users
could work, but seems painful.
