I suffered with the same problem for a while, before discovering that
I couldn't reproduce it with a test account.
I eventually resolved it by moving aside both my .mozilla and my .netscape
directory, and starting again (copying my bookmarks and certs back).
I'm sure this is a bug, but if you aren't offered anything better,
perhaps moving aside your netscape directory will help. (My apologies
if I should have reported it when I saw it; it seems to be happening
often that I've been remiss in reporting mozilla bugs.)
