Hi, thanks for the bug report, and sorry for the delay in responding.

As far as I can tell, changing the font size via View->Text Size is only
supposed to apply to the current session. You can change it permanently,
though, with gtkhtml-properties-capplet (available via the panel foot
menu in Settings->GNOME Control Center->Document Handlers->HTML Viewer).
I was not able to reproduce your problems with the first increase of the
font size, on either Sun or Linux, both running 9.1.16.
