sw_messages doesn't take well to being backgrounded

I've seen two questions come through OLC about users who are xhosting
oddly, and try to start netscape as:
netscape &
and get something like:
Removed lockfile /afs/athena.mit.edu/user/j/f/jfwang/.sw_messages.lck
[2] + Suspended (tty output) netscape
and no netscape.
I resolved the first of them by having the user run netscape once without
putting it in the background, but that's not terribly satisfactory.
The log's in oother[48827].
The other's complaining about matlab, as well, as netscape, and has a
question in the unseen queue.
