I looked at the news file (C-h n) and tried:
emacs.scrollBarForeground: blue
emacs.scrollBarBackground: red
Only the red seems to have much of an effect, but maybe the stipple
pattern is using the foreground color.
There are also frame parameters which have this effect, if you check out
the news file, but based on your bug report I assume you prefer X
resources.
