emacs21: scrollbar color is not user-configurable.

Emacs21 on Athena does not allow the user to configure the background
color of the scrollbar.  I do not know the lame technical excuse for
this, since Xaw3d does allow X resource configurations, but apparantly
these are ignored when it is linked with emacs21.  The default "bright
grey" color of the scrollbar is highly offensive to the eyes, no doubt
causing blindness with prolonged exposure.  Disabling the scrollbar
entirely is a sad workaround.  I would recommend relinking emacs21
with the good old "lean and mean" emacs scrollbar.
