I can't reproduce this with a test account; the stock .cshrc calls out
to /usr/athena/lib/init/cshrc, which is in fact careful about this sort
of thing.
(Wouldn't we have noticed if nobody could use scp to Athena? I've seen
people hurt themselves by having their ~/.environment echo things at them,
but not from the standard dotfiles.)
The obvious next step would be to compare his dotfiles to those in
/usr/prototype_user.
