linux 9.0.15: zephyr exposure levels

What were you trying to do?
	Set my zephyr exposure level to 'none'

What's wrong:
	Setting the exposure level to none enters all of my subscriptions
(such that zctl ret returns my full normal subscription list) and doesn't
display windowgram zephyrs.  This effectively means that I am zephyrable
but will never see the incoming zephyrgrams.

What should have happened:
	It should not have entered subscriptions for me.

	Note that I believe I first encountered this bug way back when
	when I first arrived at MIT and had no idea what sendbug was so
	I suspect it lives somewhere in very old code.

Please describe any relevant documentation references:
	From the zctl man page:
       none      This completely disables Zephyr  for  the  user.
                 The user is not registered with Zephyr.  No user
                 location information is retained by Zephyr.   No
  --->           login  or logout announcements will be sent.  No
  --->           subscriptions will be entered for the user,  and
                 no notices will be displayed by zwgc(1)
