Thanks for reporting this. The problem turns out to be a known
bug in OpenAFS; if the AFS client is started while the machine cannot
access root.afs for whatever reason (all servers it's on are down,
network outage, etc) the machine will be stuck in the state you
described, and can only be fixed by rebooting. In this case, this
morning's network outage in W20 was what triggered the problem.
At this time we don't know when this bug is likely to be fixed.
