Summary: On 9.0, dash exhibits differing behavior on the gnome and dash
interfaces.
Under gnome, dash -default -logout causes the menu to always get displayed
over other windows, whereas under the dash environment, the dash menu (invoked
in /usr/athena/lib/init/xsession with dash -default -logout) dash does not
have "Always on top" invoked by default.
On an 8.4 Linux workstation, dash was placed under other windows by default.
