Were you trying to start Netscape from the Gnome foot menu item
 Network/Communication -> World Wide Web -> Netscape
or in some other fashion, like the button on the panel?

In any case, does /usr/athena/bin/netscape produce this error?

If so, does running /etc/athena/local-netscape as root (if you have
root access) produce any errors?

-B.
