This occurs because we have, until now, deliberately excluded the
~/.netscape/plugins directory from the plugin path! This is a very old
part of the 'netscape' wrapper script; when I queried people, no one could
remember why we did it, and so much else of our setup has changed since
then that the reasons may no longer be applicable.

At any rate, I have changed the wrapper script and tested it; it now finds
local plugins. The change should be visible to you tomorrow (Thursday).
Let me know if the plugin still isn't visible (type 'about:plugins' on the
URL line to get the full list the browser is aware of).
