Yes; see the thread in bugs starting with [18186] ("Netscape won't start").
Take a look at the following table, where the starred entry is what's
currently installed:

As you see, the only libc6 binary that works on both supported
platforms is two minor versions out of date, so installing it would
make people who run Netscape on Linux and other platforms see way too
many license-agreement dialog boxes. :-/

The last time this issue came up they were too hosed with other
4.7-related breakage to deal with any changes to layout.

That would probably not be unreasonable.
