Yes and no. Yes, you should be attaching infoagents beforehand, but that
would have already happened when you launched Netscape. Running
'netscape-movemail' directly is not advised; it's meant for Netscape to
use, not you.

As far as the field reports indicate, sometimes Netscape just doesn't get
along with our mail methods, period. I can configure it backwards and
forwards and it still doesn't work well with MIT mail. (On the other hand,
when I use it to check a non-MIT POP box, it works flawlessly.)

I continue to recommend the "use it at own risk" stance that OLC has taken
for ages and ages.
