gnuplot help misinstalled and inconsistently located

Hi,

The gnu mailing list has been somewhat unresponsive in regards to
fixing the bug reports submitted regarding gnuplot. The help file
doesn't work and it is installed for some platforms in the gnu locker
and other platforms in the gnuplot locker. This has been reported by
me (to bugs[17216]) and many other people to the gnu mailing list.

In July (gnu[607]ff), there was a brief discussion in which tb said
that gnuplot was not really gnu software and thus should not really be
in the gnu locker. jhawk made a perfectly reasonable suggestion
(gnu[611]) about how to deal with desupporting it in favor of the
gnuplot locker, but he received no response.

Would someone please take charge of maintaining gnuplot in some
standardized location and handling user notification in a sane manner?
We have been using gnuplot in 6.033 to plot various things and it
would be simpler if we didn't have to worry about which platform has
it where in our instructions.
