That file is good, the ~/.mailcap file (if it exists) is needed too.
By the by, you can tell the user to close Netscape, delete or rename these
files (and also ~/.mime.types if it exists), restart Netscape, and
sometimes the problem will go away. Right now we prefer the users use the
global .mailcap and .mime.types (i.e. none of their own), and the
plugin-list file should regenerate freshly by itself.
