I tested:
/bin/mail jmorzins@mit.edu
/usr/bin/mail jmorzins@mit.edu
/usr/sbin/Mail jmorzins@mit.edu
The last (/usr/sbin/Mail) gave a message with a To: header; the
first two did not. However, I find the documentation for mail_att
unclear on whether or not it is supposed to add a To: header.
