I noticed this the other day trying to change my root passwd. Is this
an intentonal change with the athena passwd binary that choses between
the native and kerberized ones, or should it be considered a bug?

I changed the stock answer for changing your extra password from
passwd -i extra
to
kpasswd -i extra
since the former didn't appear to work.
