There weren't any zephyr changes in 8.2.15. zwrite does not wait any
length of time before displaying "Type your message now"; the only
delay I would expect you to see is the delay in finding and loading
the binary. That could certainly depend on how long it had been since
the last time you had done so.
Vadim had a very similar problem and it turned out to be (if I recall
correctly) related to a directory in his path which went through an
automounter to a misbehaving NFS server.
