Login as "olh" does not work

Attempting to log in as "Athena On-line help (olh)" from the
"Other Options" menu fails.
A message flashes on the screen, faster than it can easily be read,
saying something about "You have no tickets cached" and
"Could not find the olh program".
Something similar happens if you try to login as
"MIT On-Line Information (TechInfo)".
