Yes, you are correct: when a browser is running, 'help' does indeed
use the running browser, even in the case when the browser is Mosaic.
Nevertheless, this is not in contradiction with my assertion that the
help's behavior, when no browser is running, is buggy.

I believe user should not be supposed to run a browser before (s)he
uses 'help' in order to have it done 'the right thing'.
I believe my bug report stands without change: default help's browser
should be Mosaic, not Netscape.
