He finally wrote back, and we traced the problem to the fact that his
startup wasn't setting ATHENA_SYS properly.

Yes, that does make sense. And here is the problem: my machine
is networked over a telephone line, so it is NOT connected to the
system at 'boot' time. And I log myself in before setting up the
PPP link. Any dependencies like this that get set up when the
machine is connected to the system are likely to get left undone.
However, this does appear to work and is therefore a fix, and I
can put that into my .bashrc file (export rather than setenv, but
I can handle that little detail...).
It does appear to be working. Thanks.
