Moira troubles with named phone exchanges

Not all of the moira fields that might contain phone numbers allow
sufficient length for named telephone exchanges (particularly not with
areacode information).
For instance, the "office phone" field, while sufficient to hold
+16172537788
cannot hold the more readable
+1 617 253-7788
or the desirable
+1 617 ALgonquin3 7788
or even the acceptable:
ALgonquin37788
(it falls short by 2 characters)
For good or for ill, the "home phone" field is a bit better, but here
the moira clients fail us. Here I have listed my work office, but I
can no longer use "chfn" to modify my moira data:
[lola-granola!jhawk] ~> chfn

This seems unfortunate (and is another bad example of client-side
checking that's inconsistent with served-side stuff).
