Putting the table in an anchored frame seems to be a viable workaround;
however it is a bit awkward (is there a way to do it in fewer than three
steps? create an anchored frame, create a text flow in the new frame,
create a table in the new text flow). This seems like overkill since it
can be done directly for anchored frames. On the other hand, it could
be that tables and frames are treated very differently internally.
