What were you trying to do?
	Have a table appear at the top of a column, without the anchor
	point following it.

What's wrong:
	Selecting "Start: Top of Column" in the Table Designer causes
	the table to move to the top of a column.  However, the line
	containing the anchor point is forced to move to the previous
	page.

	Selecting "Start: Float" in the Table Designer causes the
	table to be put at the top of a column only when convenient
	for the flow.

What should have happened:
	There should be a way to specify both "top of column" and
	"float."

Please describe any relevant documentation references:
	This functionality is available for anchored frames (see the
	"Anchoring Position" and "Floating" options in the Anchored
	Frame dialog box).

Other comments:
	This is true in both version 4 and version 5.
