activate/login failures when /usr/tmp/attachtab goes away

On my 6.0R RT, if left idle for several days, /usr/tmp/attachtab will
be deleted by the automatic cleanup mechanism. Once this happens,
errors will be printed during activation (although the activate will
succeed). However, login decides that it can't attach home
directories, and gives a temporary directory.
We either need to put attachtab where it won't get deleted, or make
things behave better when it does.
