I just noticed that I was reading the man page out of watchmaker.
When I run "man -M/usr/athena/man rcs", I get this:

-nname[:rev]
associates the symbolic name name with the branch
or revision rev. Rcs prints an error message if
name is already associated with another number.
If rev is omitted, the symbolic name is deleted.
This means that rcs was doing the "right thing", as per the manual.
However, the version of rcs on the packs must be REALLY REALLY old,
and the command syntax has changed in the last 13 years (the date on
the man page in 1983!)
This is probably a bug itself. RCS should be upgraded to a version
that was released in the last decade.
