Yes.

Most of the stuff there "really is." The rest I'm unsure of - I didn't
put it there, and I'm not that familiar with the legal status of it.

It is not a question of willingness. It is a question of resources and
priorities. Moreover, most of the stuff in that particular part of the
tree that has the possibility of not being fascist really isn't very
interesting.

Still, as part of reorganizing the way we maintain the source tree,
I'm hoping to make it easy to maintain proper protections on that
level.

FILES is just the result of a dumb script, and a convenience for
helping to look for stuff in the source tree without running a find.

It is certainly there.

Why? That would certainly be nice, and I've thought about mechanisms
for generating and maintaining that sort of information, but I can't
see that it's essential. Again, I'm hoping that this is something that
we'll get out of reorganizing.
