Is the entire decmips tree fascist? I would hope that only those portions
which really are would be restricted...

I could find no documentation to that end; if Athena is not willing to
support users finding source code for arbitrary Athena programs, I
suppose that is not unreasonable. I would expect the FILES file to
contain some indication that decmips/ucb corresponded to
usr/athena/bin (if that's really the case). On the other hand, I guess
it's reasonable for that information to be contained within decmips/,
in a place such as decmips/ucb/Makefile, but I would hope it'd be in a
more central location (like FILES).
