I talked with John about this problem last night and we tracked it
down to the fact that the file /etc/logindevperm is actually honored
in the case of a ^P login (dm execs ttymon in order to get /bin/login
running; ttymon uses that file). So logindevperm needs to be changed
(mode 0666 on /dev/sound/*) in order to maintain the current policy.
