What were you trying to do?
	Fix a bug in login a few weeks ago, but that's not important
right now.


What went wrong?
	If login cannot lock the passwd file in order to add the user
to the passwd file, it syslogs "failed to lock /etc/passwd for insert"
and tells the user that it isn't adding them to the passwd file.
However, it promptly adds the user and breaks the lock.


What should have happened?
	Either it should exit if it can't lock the passwd file, or it
should syslog and tell the user what it is actually doing.
