I'm not sure what you mean, but Bert did all of the TeX stuff this
release from newer sources; it has little relation to the previous
TeX other than he used some Imake stuff from there.

Yes, those files were hand-hacked on the packs only a few weeks ago,
after someone complained on the test-dialup that they couldn't use
TeX. :) The report went to bugs or bug-dialup at some point.
It's on my (lengthy) list of things to take care of for real.
