I have been checking into your bug report and was able to reproduce it.
I was able to try Xess on an early version of Athena release 7.7, and
the problem is gone in both cases (arrow allows data entry and cell
change, and arrow key works in edit mode on the command line); you should
see the change as soon as 7.7 is publicly available, hopefully sometime
this Summer. I also tested this on the new version of Xess (3.0) which
we should also have out this Summer and it works there also.
