Dialups ask for DISPLAY information

Random question: why is it necessary for the dialup servers (with the
exception of milanese) to ask for your DISPLAY? Only milanese is
allowed to send X stuff over the net.
It seems like this is a holdover from a couple of years ago when all
dialup servers could send X events. Now that they cannot, why not
remove that superfluous question from the login sequence?
(Note that I have not experienced problems running software in
particular, I just think that perhaps the question should be removed)
