From the man page:

   Syntax
     uuencode [file] remotedest | mail sys1!sys2!..!decode
     uudecode [file]

Please notice that the uuencode syntax is:

	uuencode [file] remotedest

This means that [file] is an optional argument and that remotedest is a
required argument.  Therefore, if only one argument is supplied, it is
assumed to be the name of the remote file, and the man page later goes
on to explain that if [file] is not specified, the default is stdin.

I think what makes the man page possibly a little more confusing to read
is the fact that uudecode is right under the uuencode, and has a similar
syntax.  With uudecode, you can either use stdin or a specified file
from which to decode a uuencode'd file.

Because it is working as documented, and is consistent with all the
other vendors' versions of the same utilities, this is not likely to
change.
