This is not a bug. R3 (i.e., revised revised revised) scheme
does not support either photo or tufo. I believe the correct commands
to do this are something like (transcript-on "<filename>") and
(transcript-off) but I'm not sure. 6.001 scheme is NOT R3 scheme. It
has various extensions and limitations compared to R3. (I read the R3
report last week for 6.821)
