[1055] in Athena Bugs
problem with 'quota' and 'inc' (6.0C Vax, eurydice is server)

*What did happen:
Sometime Saturday I went over my soft limit (by 3K). When I logged in
Sunday, I received no warning message. I inc'd my new messages, it
returned:
504 empty
505 empty
506 empty
507 empty
quota -v showed that I was 3K over, and my time had expired.
*What should have happened:
I should have received a warning about being over quota.
The warning should have said that I was 3K over, and that I had 6
days left (not that it had expired).
'inc' should have given an error if it was unable to write out the
files.
