rt 7.4G: zephyr: exposure of none not working

What were you trying to do?

	zctl set exposure none

What's wrong:

	I'm still getting zephyrgrams, pings and all.  If I kill zwgc and
restart it with the "none" exposure, then:

	1) I get subscriptions.
	2) No windowgrams are displayed.
	3) Users can zwrite to me (i.e., the ping succeeds.)

I have used the default zwgc.desc for this experiment.	

What should have happened:

	Description of exposure level "none" from the zctl man page:

     none      This completely disables Zephyr for the user. The
               user is not registered with Zephyr.  No user loca-
               tion information is retained by Zephyr.  No login
               or logout announcements will be sent.  No sub-
               scriptions will be entered for the user, and no
               notices will be displayed by zwgc(1).
