I'd like to suggest the ability to punt a filter, instead of simply
punting a specific zephyr triplet.
In this case, I want to subscribe to -c noc, but only for buildings I
care about. Because instances on -c noc are of the form
m8-105-ap-1.mit.edu, it is easy to make a filter that does this, but not
to simply subscribe to or punt the appropriate instances.
