The perl binary (5.6.1) in owl has several hard-coded @INC paths that
point to directories /usr/athena specific to 5.6.1; however, on Athena
9.2 these directories don't exist, as the local installation is 5.8.0.
I don't think the correct solution is just setting PERL5LIB to point
to the 5.8.0 dirs, because they may be incompatible with 5.6.1; and
upgrading owl's perl to 5.8.0 will just break it for people using pre-9.2.
I think the best solution might be to maintain lib dirs on ktools that match
the currently compiled version, but there might be a better solution.
