IP_FORWARDING re-enabled?

I remember seeing someone on here mention a while ago that once you
disable IP_FORWARDING in a kernel, even if you recompile the kernel and
take out the 'option' statement, IP_FORWARDING is *still* disabled..
does anyone have any experience with this and know how to re-enable it?
